In 1989, Kenny Dalglish was barely playing for Liverpool and concentrating almost entirely on his role as manager, so a soccer management game without arcade action with his license made sense. The game relies solely on icons and menus, perhaps the first step in dragging the genre back to the 1990s. The team you take charge of starts from the 4th division. You can select highlights from matches, which are viewed from the side and show goals and close plays, though they can be turned off.

You start with squads of over 20 players from which you can choose your team of 11, each of whom is given a simple skill rating. Formations can be selected by placing each player in a precise position next to the opposing team's formation, using a system quite advanced for the time. Through a separate menu you can consult the president (to see if he is happy with your efforts), the physio (to check for injuries), the scout (who suggests players you could buy), etc.
